The Copperleaf Metropolitan District Nos. 1, 3-9 are Title 32 Special Districts that have been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, safety protection, and television relay and translation improvements of the Districts; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plans (as defined below) for the Districts. The Modified Service Plans for District Nos. 1 and 3-8 were approved by Arapahoe County on September 14, 2004, as modified by that certain Non-Material Modification to Modified Service Plan, effective as of December 24, 2007, as may be further amended from time to time. The Service Plan for Copperleaf Metropolitan District No. 9 was approved by Arapahoe County on August 21, 2007 (collectively, the “Service Plans”).
The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the Districts. The Districts are located in Arapahoe County, Colorado. The Districts are quasi-municipal political subdivisions of the State of Colorado authorized to provide specialized services that Arapahoe County does not provide.
The Districts each may incur a maximum debt of $258,000,000. Revenue from the imposition of a mill levy and other legally available revenues may be used to repay such debt.
The Districts may each assess a maximum mill levy of 50.000, adjusted pursuant to the Service Plans, subject to adjustment for legislative changes in the ratio of actual valuation to assessed valuation after the respective approval of date of each of the Service Plans, to repay such debt.
The Districts must file an Annual Report to the Board of County Commissioners of Arapahoe County, the Division of Local Government, the State Auditor, and the Arapahoe County Clerk & Recorder.
The Copperleaf Metropolitan District Nos. 1 and 3-9 boundaries overlap with the boundaries of Cherry Creek School District No. 5, Arapahoe County, Developmental Disability, Arapahoe County L.E.A., Trails Park and Recreation District, Arapahoe Library District, SMFR Fire Protection District, E. Cherry Creek Water and Sanitation District, Regional Transportation District, Urban Drainage & Flood, and Urban Drainage & Flood (South Platte) and W. Arapahoe Conservation District.
