2025 ANNUAL REPORT COPPERLEAF METROPOLITAN DISTRICT NO. 5
As required by Section 32-1-207(3)(c), C.R.S., the following report of the activities of the Copperleaf Metropolitan District No. 5 (the “District”) from January 1, 2025 to December 31, 2025 is hereby submitted:
A. Boundary changes made: There were no boundary changes made during the report year.
B. Intergovernmental Agreements entered into or terminated: The District entered into the following Intergovernmental Agreement during the report year:
· First Amendment to Commercial District Revenues Pledge Agreement dated April 15, 2025, by and among Copperleaf Metropolitan District Nos. 1, 5, 7, 8
and 9.
· Agreement Regarding Declaration of Payment in Lieu of Taxes dated September 8, 2025 by and between Copperleaf Metropolitan District Nos. 1 and 5.
· Agreement Regarding PILOT Exception Agreement Payment and Consent dated September 9, 2025, by and between Copperleaf Metropolitan District Nos. 1 and 5 and SQH Residential Investors, Inc.
· Copperleaf Commercial District Construction Cost Administration Agreement dated effective January 1, 2024, by and among Copperleaf Metropolitan District Nos. 1, 5 and 9.
C. Access information to obtain a copy of rules and regulations adopted: As of the end of the report year, the District has not adopted any rules and regulations. D. Summary of litigation involving the District’s public improvements: There was
no litigation involving the District’s public improvements during the report year.
E. Status of the District’s construction of public improvements: The District did not directly construct any improvements in the District during the report year. A summary of construction activities in the District by other entities as of the end of the report year is as follows: Public Improvements along Copperleaf Blvd. and E. Quincy Ave. are 90% complete. Construction of the traffic signal at the intersection of E. Quincy Ave. and S. Versailles St. is nearly complete. Vertical construction of the Kroger store has commenced. The drainage facility for the development is complete. Dry utilities are 50% complete. Paving along Tract A is 80% complete.
F. Conveyances or dedications of facilities or improvements, constructed by the District, to the County: There were no conveyances or dedications of facilities or improvements, constructed by the District, to the County during the report year.
G. Final assessed valuation of the District for the reporting year: $2,575,527.
