2025 ANNUAL REPORT COPPERLEAF METROPOLITAN DISTRICT NO. 9
As required by Section 32-1-207(3)(c), C.R.S., the following report of the activities of the Copperleaf Metropolitan District No. 9 (the “District”) from January 1, 2025 to December 31, 2025 is hereby submitted:
A. Boundary changes made: There were no boundary changes made during the report year.
B. Intergovernmental Agreements entered into or terminated: The District entered into the following Intergovernmental Agreement during the report year:
· First Amendment to Commercial District Revenues Pledge Agreement dated April 15, 2025, by and among Copperleaf Metropolitan District Nos. 1, 5, 7, 8
and 9.
· Copperleaf Commercial District Construction Cost Administration Agreement dated effective January 1, 2024, by and among Copperleaf Metropolitan District Nos. 1, 5 and 9.
C. Access information to obtain a copy of rules and regulations adopted: As of the end of the report year, the District has not adopted any rules and regulations. D. Summary of litigation involving the District’s public improvements: There was
no litigation involving the District’s public improvements during the report year.
E. Status of the District’s construction of public improvements: The District is not directly constructing any public improvements. The plats for Copperleaf Filing Nos. 27, 28 and 29 were recorded by the developer in 2022. Development on all three filings and associated backbone infrastructure began in September 2022. The horizontal land development is complete. As of December 31, 2025, Building Permits and Certificates of Occupancy for all 670 planned units in the District have been issued.
F. Conveyances or dedications of facilities or improvements, constructed by the District, to the County: There were no conveyances or dedications of facilities or improvements, constructed by the District, to the County during the report year.
G. Final assessed valuation of the District for the reporting year: $8,770,294.

Audited financial statements for the reporting year (or application for exemption from audit): The District’s audit for the current report year (2025) is still in process, and a copy of the 2025 Audit will be provided once it is completed. The 2024 Audit was not completed when the District’s 2024 Annual Report was filed but has now been completed. A copy of the 2024 Audit is linked below.

K. Any inability of the District to pay its obligations as they come due, in accordance with the terms of such obligations, which continues beyond a ninety (90) day period: To our knowledge, the District has been able to pay its obligations as they come due.
